Thank god for you I am a 0.0 logistics specialist. If you are serious about 0.0 you will need a JF or a normal freighter with a JB highway.

1) Buy Passive Targeter I BPO (15 of them shall do) and research to ME50/PE10, or ME100/PE10 if you will. Doing so will take approx. 7 days per BPO. This is one time job obviously but it pays.
2) Once the research is done build 14,000 Passive targeters, If you have 15 BPO, that would be 933 per BPO. This will take just a little over 3 days for the entire batch.
3) 14,000 Passive targeters equals to 175mil of trit. That would be 350,000 m3, which is less than my Rhea can haul. A Charon can haul up to 38,000 targeters, which is 475mil trit (4,5mil m3 before compression!!!) and 950,000 m3.
4) Haul the targeters to 0.0

You will need a character with Scrap Metal Processing 5, Cybernetics 5, and the Beancounter 'H60' implant in its head, and naturally a refinery outpost. This all together will yield you a 100% refining yield, and you won't lose even 1ISK after you re-process them.

My character did all of this solo. You will need empire operations. Halada has JF4, Jump Cal 5, which helped tremendously.

You will lose ISK during manufacturing. The amount hovers around 1mil ISK per batch of 14,000 targeters.

I've spent 95% of my EVE career in 0.0 and found myself responsible quickly with heavy logistics. This above is my most proven method and I share it with you now because I no longer am in 0.0 and you are not likely to be a competitor of mine :D

Edit: This method was used to support heavy 0.0 capital manufacturing. Passive Targeters I BPO are cheap to buy, but they are no longer the best bang for your m3. Still, a full Rhea load of them is 540mil ISK every 4 days, which was more than we were moving in sales anyway.
